AE Group is working on a teletext service for those interested. The analog version is called QuickText, and the digital service is called QuickText D.

ETS Announcement

Due to complaints that the ETS service is "too disarming," the ETS Standards Alliance has decided to change its current system to a pair of puppets (named "A" and "B") presenting the emergency info in a fun and entertaining way. Hopefully this will cause less people to panic, and one of the main foundations of the system is making sure people do not panic.
