What do I need to post a submission for, and what don't I

Following the instatement of the Director of Digital, who will deal with digital channel (open-access) submissions, the rules on submissions and licencing have now been amended. For more information on licencing, see the Licences Wiki page.

Q. Do I need a submission for a digital channel?
Generally, yes (although there are TWO exceptions, see next questions). If you do require a submission for a new, national service, you must create a submission by doing the following:
  • In the Submissions forum, you need to create a new thread.
  • You should then use the general submission layout, which contains the following information:

Name of Channel
Write name of channels & its owner here.

Genre
Write what style of channel it will be.

Mission Statement
Write here what you want to achieve with this channel; its aims and objectives. Also include things such as target audience, hours of broadcast, styles of programmes, source of programes and how what you expect viewers to see from your channel.

Example graphics
Include and link to some presentation elements of the channel. Best bet is an ident, a caption, a menu and a general information board (fault caption).

Example schedule
Give us an idea of how the programmes will be shown, e.g. your biggest night's schedule.

Example website
Optional

Rationale for this channel
Is there a gap in the market? Why should your channel be approved?


  • Your submission will then be processed. It is then judged and a decision for the yay/nay will be carried out within 14 days usually. You will be responded by either the Director of Digital, the Director of Television or the Controller.
  • You may present your submission either as a normal post on the forum, or a PDF file attatched to a forum post in Submissions. Your response and/or licence will be returned to you in PDF form. A licence will be written onto the licence Wiki page within a few days.

Q. Do I need a licence for a single, regional channel on DTT (Freeview) mux 3?
No. You are generally permitted to launch a regional channel which broadcasts solely on DTT without a submission, for puropses such as regional programmaing repeats, from the main Network Six channel.

Q. Do I need a licence for a timeshift service?
One timeshift service is permitted.

Q. Do I need a licence for a local radio/interactive service?
Capacity can be freely used on DTT multiplex 3 for radio and interactive text services at the discretion of the regional licencee. Capacity outside of DTT is not regulated by Network Six. You do not need a submission, but please inform us so we can add a licence for housekeeping purposes. This can be done on the forum, or via PM.

Q. Do I need a submission for syndicated overnight services (generically / ungenerically branded)?
If the licences sharing this overnight syndicated service are owned by the same company, then you do not need a submission. However for sake of housekeeping, please tell us and we will automatically grant a licence.

IF the proposed service is not between franchises of the same company, then we would like a submission, including the titles mentioned above for a Digital Channel.

Please note that overnight services must cover the hours of 00.40 to 6.25am. One obligitory programme must be included in that time; Six Early Morning News at 6.00-6.25am. Also, the Network itself now also provides a generic overnight service with repeats and typical late-night programming, including News Channel simulcasts. You may use this service as you like, and mix-and-match Network output programmes with your own. You do not have to re-broadcast any programmes you cut out between 00.40 and 06.00.

Q. Do I need a submission for online catch-up/VOD systems?
No. It is anticipated that a national VOD system will be formed sometime in the future.

Q. Can I broadcast internationally?
Network Six worlwide franchises will be available sometime in 2009, however for the purposes of consistency, the game and administration are focused on the United Kingdom and Ireland solely.

Q. Do I need a submission to broadcast 3rd party already existing channels on my multiplex?
No, but these should not outnumber Network Six digital services on your multiplex (i.e. one or two are acceptable).

Q. I've been accepted. Where do I get broadcasting?
Every Network Six regional franchise broadcaster have their own capacity on Freeview mux 3; the easiest option is to get broadcasters who will happily slot your channel on their multiplex. For more information on this topic, see this article on the Network Six Wiki. A list of regional broadcasters are here. You may then contact these members on the forum via PM. Satellite/Cable is not regulated by this system, however there are a number of Network Six satellite broadcasters (see the Wiki).

You MUST set up a website as part of your channel's launch, as this may lead to your licence being revoked in any subsequent re-bids.

Q. How likely am I to get rejected?
Perhaps if you have not filled in the submission correctly, provide poor quality information/graphics or mirroring an existing channel's format too closely, you may be rejected. You can re-submit and change your bid following times.

Q. Where do I get a regional franchise licence?
In the annual franchise rounds, which take place between February-March every year, with all franchises are available for a "beauty contest" bid, followed by public voting.

If I want to set up a cable/satellite service, (yes, this is about Viridian Cablevision) do I have to make a submission?

That is outside the jurisdiction of Network Six - such services have nothing to do with the network.
